A Marine from Battery R, Battalion Landing Team 1st Battalion, 4th Marine Regiment, 11th Marine Expeditionary Unit, subdues mock American citizens refusing evacuation from a hostile area during Interservice Nonlethal Individual Weapons Instructor's Course here, Sept. 29. The course was originally designed to train instructors, but because of recent deployments to the units that normally do the training these Marines are treated to the higher level course. "Nonlethal force is just another tool for the commander," Rooker said. "It's not meant to replace lethal force when that's needed."
