Hazing is any conduct whereby a military member or members, regardless of service or rank, without proper authority causes another military member or members, regardless of service or rank, to suffer or be exposed to any activity which is cruel, abusive, humiliating, oppressive, demeaning, or harmful. Soliciting or coercing another to perpetrate any such activity is also considered hazing. Hazing does not require physical contact among or between military members, or civilian Marine may consent to acts of hazing being committed upon them.

Hazing is contrary to our core values of Honor, Courage and Commitment and breaks down good order and discipline. The Marine Corps policy on hazing is clear; it is illegal, immoral, and unwanted. Hazing will absolutely not be tolerated.

I expect leaders at all levels to take appropriate action if they suspect hazing may have occurred. I must be immediately informed of any allegations of hazing within this command. Any violation, attempted violation, or solicitation of another to violate the prohibition on hazing will be subject to administrative and/or punitive action under article 92 of the Uniform Code of Military Justice (UCMJ). Reprisal against any victim(s) or witness(es) of hazing is also strictly prohibited. Those failing to report suspected hazing incidents will also be accountable.

All personnel of this command must read and understand the contents of MCO 1700.28A, and leaders at all levels will ensure that both initial orientation training and annual refresher training on the USMC hazing policy are conducted.

It is the duty of Marines of all ranks to display professional behavior and ensure that hazing is not allowed, and that all personnel are treated with genuine dignity, fairness, and respect.
